First, the roll sign is certainly Long Beach-spec at this stage. And "DOUGLAS PLANT" refers to the long-standing McDonnell Douglas aviation factory that was in Long Beach, CA. The plant operated even after Boeing's purchase of MD, but the facility just closed in late 2015.
That said, you're right in surmising this is at the bus' manufacturing locale, but not entirely spot on with a location. This is actually Pontiac, Michigan, where GMC Truck & Coach's (later Truck & Bus) engineering and manfuacturing facilities were located. All sorts of trucks and buses were manufactured at this locale, which explains the assortment of vehicles in the background.
