The four levels belong to the Hollywood, Harbor, Santa Ana and Arroyo Seco freeways with the LA City Hall visible in the distance. A 1950 Studebaker is nearest the camera.
Lived in LA at this point and never ever heard it called the Arroyo Seco Fwy - it was always called The Pasadena Fwy - I think they changed the name to Arroyo Seco Fwy maybe in the 80s or 90s.
