The rake of 4- and 6-wheel passenger cars indicates this is very early in the NIMT's operational history as from 1909. What is that lady in the white dress doing in the rear door of the guard's van (caboose)? Certainly not an NZR guard's uniform anyway!
As those who have our books know, this is the highest point above sea level on the NZ railway system and in the background is the North Island's highest mountain, Mt Ruapehu, an active volcano.
