From the look of it, off the coast of California. A painting by Ken Marschall (born October 28, 1950), an American painter and illustrator notable for his paintings of famous ocean liners, such as the RMS Titanic, RMS Lusitania, and the HMHS Britannic, and other transportation vessels including the Bismarck, LZ 127 Graf Zeppelin and LZ 129 Hindenburg.

Very refined artwork .Mr Marschall painted some truly memorable works and the sinking of Lusitania is in my opinion his best with a high degree of action in the panic moments of those trying to save their lives. I don't think any other maritime painting from wartime has ever come close to it.
