Answer: Air Sinai, a wholly owned subsidiary of Egypt Air and whose sole route, with 5 flights a week, is Cairo to Tel Aviv. It seems that Egypt didn't want to upset Palestinians hostile to Israel by Egypt Air flying the route, although Royal Jordanian Airlines flies to Tel Aviv from Amman, Jordan (14 flights a week).
Egypt and Jordan are the only predominately Arab countries that accept Israeli passports.
