Those 'steam traction engine trucks' were usually referred to as steam wagons - sometimes spelt with two gs (waggons) - but often as simply lorries. I think the machine in the phot is a Foden from circa 1905. It has very heavy iron wheels suggesting it is one of their larger models. The wheels would limit its speed to maybe 5 mph.
