We don't know what this is. It looks like the mirrored-up motorscooter used in The Who's Quadropehenia movie (1979) gone mad.
Incidentially, that motorscooter, a 1967 Lambretta Li150 Series 3 Scooter, was sold for £35,000 (about $US 53,000) in 2008 at auction by Bonhams - details
