Nope, not California but central Nevada between Elko and Carlin. The water in the Humbolt river is the giveaway. This is the SP-WP paired trackage here. On enlargement the trailing unit number is #8833 an SD45.
More on this, here are the Co-Ords for google maps. 40.719827,-116.012363 The Photographer was Robert Malinoski, the picture date is Sept 12,1967 and was publishing on pg129 of Jennison/Neves book Southern Pacific Sacramento Division by White River Productions. Note that the highway on the left is the pre I-80.
