The contraption doesn't seem capable of flight so the pic is probably a photo montage from the early years of aviation, 1900s.

Yes, it's a photo montage, but the craft shown in it was able to fly. This is the 14bis, built by Alberto Santos-Dumont. In 1906 it made the first powered flight in Europe.
