tram and sheep in Glenmore Street, Wellington

A William Hall Raine pic probably from the late 1920s, showing a tram from Karori waiting for a drover to move his flock of sheep along Glenmore Street towards Tinakori Road.  The car on the left is probably also waiting.  The drover's bicycle can be seen placed against a lamppost on the left and in the distance is a horse and cart.  The scene is readily recognisable today as the Botanic Gardens wall/fence still looks the same.  But what is a flock of sheep doing here, being moved from one paddock to another presumably?

This is another photo that was considered for, but not included in the book Wellington Transport Memories.
