It looks like Cal(ifornia) (19)23 on the plate.  The car is a Nash, see comment.

It is a Nash, not earlier than 1922 because it has drum headlights. Note the overhead valve six cylinder engine. Having been previously involved in the Buick company (which built ohv engines from its beginnings) Charles Nash also used ohv engines in his own products.
