At least so we think - someone may be able to translate the Japanese.

Hirohito is in the left-hand opened window wearing glasses; this is in Le Havre, France in 1921. Then-Crown Prince Hirohito is about to leave France and cross the Channel to Portsmouth and spend some time cris-crossing Blighty. He would spend a total of six months in Europe in 1921 on this State Visit.
