It looks like the second unit is a road slug. Seen at Harriman, Wyoming, 1964.

Second unit is a GP30B, a cabless locomotive, not a Slug(don't have a prime mover). A model unique to UP, 40 units #700B-739B, the last 13 had Steam Generators.
