Isn't Heao a tiny place on the Stratford-Okahukura Line? Hasn't that line been Steven Joyced?  The answer to both questions is yes.

Nevertheless, at the time this was a significant event as it marked the linking of the Taranaki region to the central North Island and a point well north on the North Island Main Trunk from the place where the NIMT meets the line south(east) from New Plymouth and Wanganui.
