Victorian Railways railcar, Australia, early 1920s

One of 19 such railcars from the early 1920s, built on the chassis of AEC buses from Britain with a petrol (gasoline) 4 cylinder engine.  The word "first" suggests that it was first class!  Did it haul a trailer for second class?
