trains that go through the centre of a street vegetable market, Thailand

Eight times a day in the Thai province of Samut Songkhram, about 70 km southwest of Bangkok, a train runs along a street on which a market is set up; although they go slowly and sound the horn several times, they run through without stopping. Vendors and visitors have to clear the track temporarily.  Can you imagine this happening in a first world country?
