Probably about 1985 after the completion of the Michael Fowler Centre (a.k.a. 'The Fowlhouse') in the distance, but before the makeover of the civic centre including the installing of a big footbridge in the middle of this view and removal of the the plant conservatory (the building with a right angled triangle look). A pic considered for, but not used in the book Wellington: a Capital century.
