In the sense of a radio "pirate" station - in this case Radio Hauraki which, as the name suggests, operated off the east coast of the Auckland region.  Here an attempt is being made to pull the Tiri II off Uretiti Beach near Waipu where she had been driven ashore during a severe gale in June 1968.  More on the Radio Hauraki website.

A "pirate" station in NZ was needed in the 1960s as the government had a monopoly on commercial radio until 1970.  The subject is the theme of a new movie called Three Mile Limit.
