This wasn't an expression of devotion to a visiting member of the British monarchy, but a welcome for the United States Navy's 'Great White Fleet' which cruised the world over 1907-1909. 

The fleet left Hawaii for New Zealand and after the longest leg in the world circling voyage, anchored in Auckland on 9 August 1908.
