This town is just along the coast from Nice. Three warships can be seen.
La Rade means
an enclave body of water with an opening towards the sea, narrower than a bay or gulf. It has a surface such that it can not be confused with an estuary. It can be created artificially by jetties and seawalls. Natural rades provide safe haven to boats against storms and are often used to install naval bases. L'escadre - 'squadron' - was a term for a group of battleships under the command of an admiral. Generally, three squadrons were a fleet of war (often called "a Naval Army").
