award yourself a medal?

"Avec ceci je vous accorde le titre de Chevalier de l'Empire français / I hereby bestow upon you the title of Knight Commander of the French Empire"

An old card with a space for such a message, although the words at the bottom say "Mademoiselle of Work", a reference to the PLM locomotive?
